I think this passage suggests that it's 'Pathos' as it appeals more on emotions such as "...endure suffering and humiliation." or in 'Ethos' it appeals more on authority such as "Wherever men or women are persecuted because of their race, religion, or political views..." The rhetorical device used in this is I think an Oxymoron as it creates dramatic emotes and contradicts a few words !
