A physiological state can be described as the state/condition of the body at that particular point in time. According to the question stated above, the physiological state of Nora at that particular point in time in that she is feeling cold, this cold that has taken over her whole body has motivated her to put on a coat to make her body warmer.
Therefore the physiological state(cold) has motivated Nora to grab a coat to cover up her body. Hence the motivational state is called a need.
