Yes and no. The grade should mostly be based on tests, but at the same time the rest of your school work. If you turn in your homework on time it means your putting in an effort to get good grades. And only those who actually do there best really deserve the best grades.
Because tests prove how much the student knows and demonstrates their knowledge of a subject. Tests should be no more than 30% of a final grade which includes projects, homework, classwork, and etc...
