The bible is a complete book because it has a beginning and an end. A bible also has chapters like all books do as well as characters.

Answer: The Bible is one whole book because it is Finished, It is also complete because we would be writing it right now, and because God saw how greedy people would get and say "oh God told me that everyone needs to give me money so I can donate to the poor" but if that was true then why can't we donate.
