Anarchy: No one, as anarchy advocates for no ruling government, but voluntary institutions being supported.
Monarchy: One person, because a king/queen rules. Even though there are lots of royalty, it mainly is the king/queen who rules (but royalty can have other positions in government).
Dictatorship: One, because a dictatorship is a style of government where power is invested in one person.
