In 1898, Spain ceded, gave its power over Puerto Rico, to the United States. The country was put under military rule, but in 1900 the United States
passed the Foraker Act, which ended the military rule. The Puerto Ricans were given civilian rule, where they now had to share decisions about their
government with the United States. Puerto Rico would be able to elect their own people to the lower House of the Legislature, while the United States
would choose the Governor, and the members of the Upper House.
